MCU has already kick-started Phase 4 quite while ago and is expanding its cinematic universe with introduction of recent superheroes. From the first episode of The Flacon and The Winter Soldier, MCU started to name-drop Steve Roger and from then fans have been thirstily awaiting to get a glimpse of Steve Rogers but Marvel is not even revealing where Steve Rogers is.
So, without further ado, let's understand where Steve Rogers could also be.
Since the announcement of The Falcon and the Winter Soldier it absolutely was quite clear that it'll continue the legacy of Captain America. The show comprises of everything associated with Steve Rogers; his name, his shield, his costume, his legacy, except Steve Rogers himself.
There are many possibilities where Steve Rogers is, but lets begin with what we already know about Steve. Last time we saw Steve, he was a handsome lad who was on a mission to return back the Infinity stones but for a surprise Steve returned as a old man. There also are also many theories about this mission of returning the infinity stones. Even Marvel has given two explanations for this.
The Russo Brothers explained that when Steve returned to the past and when he decided to remain with Peggy, he created an alternate timeline. Endgame scriptwriters also gave an explanation that when Steve decided to stay with Peggy he did everything accordingly that the actual timeline remains unchanged. So nobody knew there have been two Steve Rogers in the same timeline.
STEVE ROGERS IS DEAD:
The foremost obvious and dreaded possibility is that Steve Rogers is dead. In The Falcon and The Winter Soldier characters within the show have repeatedly told us that Steve is "gone" and he's not coming back. That the most evident aiming to it's that Steve is dead. In spite of taking super soldier serum which delays aging, it's clear that Steve can still age. And there could also be a prospect that Steve died because of aging.
But Steve being dead could be a very narrow possibility. Marvel is clearly trying to cover about Steve Rogers. If Steve was already dead then MCU would have started The Falcon and The Winter Soldier with Steve Rogers funeral.
HE IS ENJOYING HIS RETIREMENT IN WAKANDA:
If Steve Rogers is alive then where is he? One amongst the places where Steve could also be is Wakanda. MCU always turns to Wakanda when the globe need Vibranium, weapons or hiding someone. Steve already has good relation with Wakanda and is extremely respected among people of Wakanda. So there could also be an opportunity that he's enjoying his retirement in Wakanda.
But as we all know Steve Rogers isn't a form of one that wants to require rest. Also he cannot achieve anything in Wakanda apart from enjoying his retirement. Steve being in Wakanda is additionally quite less, which brings us to our next place.

After vanishing from publics eye there were many theories that Steve died during the battle. In The Falcon and The Winter Soldier, Torres asks Sam whether the rumor Steve Rogers is living on a secret base on the moon looking down and Sam was unable to give a proper answer.
Even in one among the Comic, so as to delay his aging he's sent to moon for hibernation. Since Steve Rogers in MCU has gotten old it's possible that he's sent to moon for hibernation to cut down his aging and save him from dying.
It is quite clear that MCU wouldn't just kill away an important and integral character. But it is also unlikely that Steve would return in his super soldier form and fight Super villains. We may get to see him in some form of leader, may be S.W.O.R.D or thunderbolt or S.H.I.E.L.D and many more.
